Tell the BLM to Stop Hiding Dead Foal Deaths

2026 04 BLM-DeadFoals-Petition

Tell the BLM to Come Clean.

On behalf of America’s youngest wild horses, we demand truth and transparency.

Behind the fences of federal holding facilities, wild horse foals are being born — and some are dying — without public accounting. FOIA records obtained by Animals’ Angels (AA) and American Wild Horse Conservation (AWHC) raise serious questions about what the Bureau of Land Management (BLM) is telling the public.

What we’re finding:

  • Foals are dying in BLM holding facilities — and the public is not told how many.
  • BLM policies allow delayed birth reporting and no longer require reporting of stillborn foals
  • FOIA and rendering records show deaths that were never publicly disclosed

Wild horses belong to the American people. The public has a right to know what is happening inside government holding facilities.

We are calling on the BLM to:

  • Publicly report how many pregnant mares are captured
  • Document all foal births and stillborn foals promptly
  • Publish mortality records that can be independently verified

Dear Bureau of Land Management Leadership,,

I am joining Animals’ Angels in calling for transparency and accountability in the Bureau of Land Management’s wild horse program.

On your own website, the BLM states that it “cares deeply about the well-being of wild horses, both on and off the range.”

Yet recent Freedom of Information Act (FOIA) records raise serious concerns.

Documents obtained by Animals’ Angels and American Wild Horse Conservation suggest that foal births, stillborns, and deaths inside holding facilities may not be consistently reported — leaving the public without a clear understanding of how many foals are born, and how many die.

Foal mortality can occur in any horse population.

But when federally protected foals are born inside government holding facilities, the public deserves a clear and accurate accounting.

I urge the BLM to implement the following transparency measures:

  • Public reporting of how many pregnant mares are captured during roundups
  • Consistent and timely documentation of foal births and stillborn foals
  • Mortality records that can be independently verified against disposal or rendering records

Wild horses belong to the American people. If the BLM truly “cares deeply” about their well-being, that commitment must be reflected in transparency and accountability.

Sincerely,
